Objection to objection method

Ken from Wilgeheuwel writes:

Why does the Joburg City Council make it so difficult to object to your property valuation?

After lodging the objection by hand, with all your reasons and photographs, plus valuations by estate agents, the Municipal Valuer throws the ball back into your court by sending you a letter of demand to lodge a Request to Review his thumb-suck value, to be hand-delivered to Braamfontein by 26 April 2019.

The review form is not attached to the letter; you have to collect it from Braamfontein first. The review form is not available on the internet, either.

I happen to be a 73-year-old pensioner on crutches and not presently able to drive. I also can’t afford to pay a driver or an agent to collect the form and deliver it on my behalf. Why doesn’t the Municipal Valuer get up off his chair and come to check my property’s true value, instead of using the sale prices of houses in my area, etc.?
