Good news for motorists regarding Outsurance pointsmen

In the light of the fact that the use of Outsurance pointsmen and -women is to be discontinued, the City of Johannesburg has decided to extend the contract with the insurance company for another six months.

In a statement released yesterday (29 August) by the Office of the Mayor, Herman Mashaba wrote “I am pleased to announce that the City Manager for the City of Johannesburg, Dr Ndivhoswani Lukhwareni, has authorised the extension of the City’s Private-Public-Partnership contract (PPP contract) with Traffic Free Flow (TFF) (Pty) Ltd, mainly sponsored by Outsurance. This will ensure the continued provision of additional traffic pointsmen and -women alongside the Metro Police in the City.
“The contract is to be extended for a period of six months, subject to the finalisation of the City’s procurement process for the issuing of a final contract following a competitive tender process,” wrote Mashaba.
“This means that, in due course, a new tender would be awarded to the best suitable PPP service provider to assist the Metro Police in traffic management. The Metro Police will continue to conduct traffic management duties as part of its legislative mandate and ensure that Joburg roads are easy and safe to travel on.
“The City has gone to great lengths to ensure that any finalisation of a PPP contract is compliant with the relevant legislation and procurement policies. This legislation requires the City to ensure that this service is subject to a competitive tender process on a regular basis,” he said
“In fact, the City has sought to find legitimate ways to extend this PPP contract with TFF so that the residents of Johannesburg can continue to enjoy the services provided by the Outsurance pointsmen and -women across the City.
“The City’s partnerships with the private sector remain critical in augmenting the provision of services to the residents of our City. This is particularly important given the enormous service delivery backlogs that exist in our City. In this particular case, the City has enjoyed a fruitful relationship with Outsurance over the years,” Mashaba continued.
“Historically, as was the case within the Metro Police, the City has struggled with the timely management of contracts so as to ensure a smooth transition between the end of one contract and the commencement of another.
“This is something I have instructed the City’s departments to examine and correct.
“I would like to assure residents that their convenience and safety remains a top priority to our government,” the Mayor concluded.
