Joburg not a world class city

The fantastic “World Class City” of Johannesburg apparently has no money as I submitted a refund application of 30 June 2015 and it is now September and nothing has happened.

Each time a call them they tell me that my application is in” process” but no-one can tell me when it will be processed. If it takes the city three months or longer to process a simple refunds application how long would it take them to do something more complicated.

I think they should call themselves an African city and take away the “World Class” because they are definitely not a world class city.
