In response to your letter on the subject [of picking up litter at school], I don’t blame the learners. I blame the teachers. It’s their duty to supervise the learners and to get them to pick up the litter in and around the school.
There are learners who misbehave at school and are punished by being given tasks such as picking up papers or cleaning. The teacher on duty then supervises the learners as they do the cleaning.
