Sent from pillar to post – who can help?

Please help me. My family and I bought a home in December last year. Once it was registered in our name, we tried to get an electricity account. I paid all the necessary monies in August and have been down to the office five times. Each time they tell me that there is a problem finalising the old account. Why is this my problem?

I have now received a pre-termination notice. I am told by the municipality to ignore it and should my electricity be cut off I can do X, Y and Z. Pray tell me why I should be subjected to this?
