MMC for Finance faces suspension

Councillor Dagada has allegedly engaged in serious activities of undue influence and nepotism.

The Member of the Mayoral Committee (MMC) for Finance in the City of Johannesburg, Rabelani Dagaba, has been suspended from his position after it came to light that he was in breach of the City’s Code of Conduct.

According to City of Johannesburg Mayor, councillor Herman Mashaba, late last year, a number of media articles appeared which made allegations about serious activities of undue influence and nepotism against the MMC, and a forensic investigation that concluded on Friday, 12 January, was launched.

“In consultation with the DA Federal Executive, I have taken the extraordinary step of removing Dagada as the MMC for Finance in the City of Johannesburg,” Mashaba stated.

Mashaba said further, “The forensic investigation has found that Dagada has breached the City’s Code of Conduct by not declaring his interest and, subsequently, conflicts of interest with individuals closely associated with him have occurred. Further to this, the forensic investigation has found Dagada to have been involved in price-fixing with a service provider to the City, and in the process he has acted contrary to his sworn duty to our residents.”

The City has allegedly initiated disciplinary action against the implicated officials, who will now begin to face disciplinary enquiries into their role in the breaches of legislation and governance procedures.

“While the disciplinary processes are under way, I will be laying a complaint with the ethics committee of the Council and criminal charges against Dagada,” he said.

Mashaba said he has made a few changes to the committee. He has decided to move MMC Funzela Ngobeni from Development Planning to Finance with immediate effect, and has appointed Reuben Masango to replace him in Development Planning.
