Has CoJ lost the plot?

Vivian A Jonker from Roodepoort writes:

Last month there was an extra service charge and a network charge on the electricity portion of my CoJ account, ja well no fine.

This month I didn’t even receive the account via email as usual, so I logged onto CoJ last night to see what’s up, and I find . . . there is no electricity portion at all.

So I paid the stated amount like a good little citizen, but, what the hell? I mean . . . W? T? H? Has CoJ now completely lost the plot?
