Residents of Roodepoort and the surrounding areas will be eagerly awaiting the first State of the City Address (SOCA) which will be delivered by the Executive Mayor of the City of Johannesburg (CoJ), councillor Herman Mashaba, today, 3 May.
The address commenced at the newly built council chambers at 10 am. This is Mashaba’s first ever such speech, coming nine months after he was elected as the CoJ’s new mayor.

The address is expected to set the tone for his administration’s next four years and he will take the opportunity to clearly outline the city’s existing challenges, the administration’s plans to meet these challenges head-on, and to share the successes achieved since taking office. It also precedes the first budget speech that will be delivered by the Member of the Mayoral Committee for Finance, Doctor Rabelani Dagada in about two week’s time.
It is expected that Mashaba will focus on his administration’s 10-point plan, as well as the nine key points that have been identified, namely:
• Promoting economic development and attracting investment in order to achieve a five per cent economic growth
• Reducing unemployment
• Ensuring pro-poor development that addresses spatial and income inequality and provides meaningful redress
• Creating a culture of enhanced service delivery with pride
• Creating a sense of security through improved public safety
• Creating an honest and transparent city that fights corruption
• Creating a city that responds to the needs of its citizens, customers and businesses
• Enhancing financial sustainability, and encouraging innovation and efficiency through the Smart City programme
• Preserving resources for future generations.
Other aspects he is expected to touch on include the city’s integrated transport system, green and smart city initiatives, the future of the Corridors of Freedom, spatial development, the formalisation of informal settlements, and announcing the Jozi @ Work replacement programme.
